Multiple improvements for the Lost Ships Replacement feature of v.7.50

Feature or don't work or react with significant delay on some Combat Orders.
There is a fix for: Patrol, Police, Protect Position, Protect Ship, Protect Station.

If you have more than one Shipyard, not every can be ready to produce the Replacement ships. To prevent producing such ships on some Shipyard you can use the Filters for the Shipyards - https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3439691722

By some reason the Replacement ships come with empty crew. But de-facto the crew exists. It is in "phantom" mode (looks like a bug).
