But if not. What can I do to free some space to upload new maps? Can I free space by deleting some of my maps from workshop?

Also, from the user's point of view I don't see the reason maps are stored in Steam cloud. They could be easily uploaded using some http protocol from some web page or from in-game. Steam cloud is good for syncing cfg files between computers which are measured in kilobytes. I now have 800 MB in steam cloud and it inconvenient to run ND with Cloud enabled, it starts to sync and takes about 30-60 seconds and fails all the time at 12-15%. So I have to turn cloud off.
I assume there are some technical reasons for doing it this way.
