Cast Effect on Self while Item Equipped

Does anyone know how I could add a constant effect to an item that targets the player while I have an item equipped, like blind or burning?

My borther-in-arms mod, I created weapons for my musha class/companion to have innate skills upon wielding specific katanas. I probably had played around with item properties and effects on those too. You can check that out.
