Description
MTG Fleet Designer Rebalance by GOC Team

Aboard! Aboard my fellow brothers, who don`t even know how to manage the fleet!

This mod is a rebalancing touch on "Man the Guns" navy system. No new modules and stuff, but new (and better) expirience instead.


Detailed description:

MODULES CHANGES:
Guns:
Light batteries of destroyers received a large improvement in damage output and piercing. They also cost less now.
Cruiser heavy guns were nerfed a bit in AP and damage output, but their cost was also reduced. Light cruiser guns received less AP and less cost on later variants.
Heavy guns batteries now cost significantly less, but will lose some of their armor piercing.
DP variants got nerfed a bit, but also cost less.

Other:
Secondaries received less AP and less cost.
AA now cost less, cause, you now, it cost practically nothing for army battalions. AA1 is just HMG after all. Also it does not increase ic cost in % because why it was even doing that? Also buffed a bit.
Radars and FCS were not changed.
Engines require less fuel, some cost less.
Minelaying and minesweeping is more effective now.
Depth charges cost a little bit less. Just a little.
Airplane catapults now give a little bit of torpedo attack.
Minelaying modules and additional tanks now reduce ship HP.
Recon aircraft launchers… Guess what? Yep, cost less. Deck space… You get it. Also less manpower for it.
I AM BULLETPROOF! Armor efficiency is skyrocketed, no paper-made-cruisers meta allowed.


REFIT CHANGES:
All refitting cost less, it is much more viable now. Go on, find the way to abuse it.
I don’t really see any sense in giving the exact numbers, download and look by yourself.


HULL CHANGES:
All hulls require less manpower, it was overpriced by lot. You will never find a ship with 8k manpower on it. And no, it can`t be ground personnel in port, they all (+/- 92%) die when sunk.
Destroyers, cruisers and every other ships have slightly more HP. BB`s and BC`s got better buff.
Cruiser hull now can not mount more than 3 main turret batteries. Heavy ships – not more than 4. No meta allowed.
Fuel consumption reduced heavily. I am an artist, I see it that way (actually about 30% decrease).
Heavy hulls now have more mid slots, which can be used to mount additional stuff.
Some ship hulls now have base stats like AA attack or armor, representing the skale and design features. Now BB4 will have 6 AA attack base, while armored cruiser hull, surprise, has a bit of armor.
Late ship hulls now require less resources.


MANPOWER CHANGES:
Some modules, like turrets, now cost you additional manpower to put on. It is compensated by overall usage of meat-bags, but now it brings a little bit of depth in that courner.

RELIABILITY CHANGES:
Now a lot of modules reduce the ship reliability, that shows the complexity of those giants. The system focuses the 80% as ideal, while cheaper ships may have more, on par with newer ones.
Nothing more to say, just check it in the game. It will not create 0/200% reliability ships anyway.


XP COST REDUCTION:
Price for installing new modules reduced to more moderate numbers, modules cost from 1 to 5 xp now. The better and the bigger module is, the bigger is the cost.
Just saves you a little bit of blue xp.


NAVAL COMBAT CHANGES:
Some adjustments via defines were made to punish death-stacking fleet and subs.
- You now get a maximum positioning bonus from surface detection of 20% (prior: 0%), if your detection value is greater then the enemy one.
- Positioning penalty of larger fleet now increases to 40% if you have +100% of the enemy ships (prior: 25%) to a maximum of 80% (prior: 50%).
- If your positioning is 0%, you get a damage penalty of 75% (prior: 50%).
- Taskforces now wait at least 12h to join combat (prior: 8h).
- Submarines now need 24h to hide after being spotted (prior: 20h)

TO DO:
1) Create normal ship variants for AI to use.

Due to the enlistment of uploader this is a legacy version now. It will remain fully operational until "Arms Against Tyranny" expansion release. All ideas from the mod was transfered to a new one. Subcribe to it, please.

Thank you for making and maintaining this mod. I've always felt the naval game was off in HOI4 and most overhauls didn't quite seem to get the problem. I'm really interested in your changes and will try them out in my next game.

Yeah, it kinda shows how most people in this community don't really know how this game work, it's impossible to enjoy the game if they know how broken and unbalanced the vanilla game is. I boost your mods every time because the vanilla game is too unbalanced and paradox can't even figure it out after all these years. I truly hope these mods will one day become popular, cheers!

Thanks, de lapozo. Sadly and funny simultaneously it is kinda true, because air rebalance mod is in the shadow of its literally broken and game-crashing opponent. And, as I remember, all other major tank mods still have issue with role selecting.

They release small updates every month, it doesn`t affect my mod in any way. Until the triangle will be red no need to worry.
