How do i get them to join?

I'm having a problem, Beast men never seem to join me. I've used dev controls to spawn 30 colonists and none of them were beast men so i dont think im just unlucky with the numbers. Is there any way to fix that so they will spawn as a part of quests or is kidnapping them the only way?
