How to mod more admiral slots?

I would like to give a faction like NR more admiral slots. How would I do this?

You can edit RepublicHeroes.lua to change the number of command staff slots for the NR

How exactly do you edit it to do this? What lines? I changed the "total_slots" and "free_hero_slots", but nothing changed in game.
