The size of the independent starting forces is set by your starting difficulty so if you want smaller fleets you need to start with Recruit, but you can increase it afterwards in-game.
The starting forces are random so you just had bad luck there with the SSD
Ah thanks. Dont get me wrong, I utterly love this mod. But my luck is suck all on the default difficulty. Ill lower it and try again.
