Lynch Hauser (Vogel 7 Group, integration reward for imperial factions) has Administrator (-10%) and Spy Network traits. However, his Administrator trait has an effective area of his Spy Network trait, hence the -10% production cost/time applies not only to the system, where Houser is located, but to nearby systems as well. Presumably, there's a check on area of trait, but is it supposed to be assigned to each trait individually, or to all of character's traits combined?

There's nothing in his description/trait list mentioning this, and with all other economic characters, unless stated otherwise, their effective area is limited by the system they currently located in.
