Playing CSA GC and on the Government Overview tab it states "None on the market" followed by %s. Does that mean I need to capture more planets or something to unlock those ships?

No, it means you haven't rolled any ships on the market yet.
With each week that passes, every ship on the market has a chance of becoming available for you to construct. The ships that you do roll will appear both there, and in the galactic news feed.
