The Wandering Dead Rogue Army
On turn 1, I could recruit all units as intended. When I occupied a ruined city, I could no longer build corpse carts or units which required another undead structure. It would tell me corpse carts need forbidden library, black riders need ancient armory, etc.

Edit: Oddly enough the Grave Guard work fine while the black riders don't even though their requirements are the same.

Ok, i was able to recruit all of my units again when I left my owned territory.

Ignore what the building shows you directly, you can still recruit all of those just fine regardless if you are in your own or another's region, you just can't be inside a settlement, Rogue Armies are weird like that.

So my top picture where i can only recruit seven units while in my own territory and not inside of a settlement is fine?

In that picture only 7 units show up but you still have the scroll bar and the ability to recruit the full roster available to your faction with your current horde buildings.

First of all, up to 8 cards can show up if you have the ability to recruit them, which I do not and is not visible here. Second, I'm telling you the bug I've found. You can try to convince me what I'm experiencing isn't actually happening, but I think it would probably just be less effort to acknowledge it and move on.

After testing it myself, I can see that the UI shrinks somewhat and does not fill out the whole window anymore when you try to recruit within your own territory for some unknown reason, but the actual recruitable units remain the same as long as you recruit outside of a settlement, in which it will no longer work due to the necessary stance being unavailable.

Thus there is no bug, it's just a minor UI variance between being in or outside of your own regions and I wouldn't even know of any other mod that modify anything about rogue armies to be able to affect something like this.

Rogue Armies are able to override the unit building requirements shown in the building tree by recruiting inside a horde instead of inside regions, as that issue does occur within local recruitment, hence I disabled that for all Rogue Armies since I released them, as you can also see within your screenshots.
