So my top picture where i can only recruit seven units while in my own territory and not inside of a settlement is fine?
First of all, up to 8 cards can show up if you have the ability to recruit them, which I do not and is not visible here. Second, I'm telling you the bug I've found. You can try to convince me what I'm experiencing isn't actually happening, but I think it would probably just be less effort to acknowledge it and move on.
Thus there is no bug, it's just a minor UI variance between being in or outside of your own regions and I wouldn't even know of any other mod that modify anything about rogue armies to be able to affect something like this.
Rogue Armies are able to override the unit building requirements shown in the building tree by recruiting inside a horde instead of inside regions, as that issue does occur within local recruitment, hence I disabled that for all Rogue Armies since I released them, as you can also see within your screenshots.
