Had a suggestion for slower AI-traffic in the fog. Unfortunately it's not possible to change the AI-traffics speed depending on the weather - it's kind of a static speed through the game. So I tried to find a suitable speed. Hope you don't think it's too slow. Try it out.
Also I tried to change the spawn frequency for the policecars in Scandinavian since I know for a fact there were way too many out there on the roads.
I also tampered with the different kind of car models spawning in AI-traffic.
