Halloa!

In act two, does it create a soft lock to go questing outside of the main city before finishing the Defender of the Crown Quest line? The only two quests I have available are the "Scepter of Transcendence" and "War and Other Catastrophes." The former tells me to search the Shadow Druids area and ask the dwarves, and the latter tells me to meet the Dwarven King. I can do neither of these things, I've already dealt with the shadow druids and frost giants before getting these quests, and when I talk to the dwarven King I can only tell him I'm just looking around, he has nothing for me. I've been searching all over, and so far the only thing I've seen recommended is to talk to Sir Godfrey, but this brother in Christ has vanished from the face of the earth. The Duke, also, has absolutely nothing to say to me.

Any help on how to kick the game out of this funk and get these quests rolling again without having to start the act from the beginning would be GREATLY appreciated.
