As a native speaker I feel like I may be able to help with naming.
Given that you used Germanic tribes or Germans living in the areas in question, which is a good point to start with, I think I'll try to assemble sort-of a list of names I would suggest. English names are given upfront while I include a German name in brackets as those might be of good use too.

Changes:
Riga and the baltics = I think Rissian could be used on the basis of Riga, but if I'm trying to think of how that translates to German it may end up as Risen as opposed to Riger, meaning people of Riga. I would change it to "Rigish" (Rigisch) instead. That being said irl there was, as mentioned in my prior post, the name "Balts" (Balten) too - so either that or "Baltish" (Baltisch) could be used maintaining things less AH than "Rissian". If you want to go along the lines of how Prussians came to be, then we'd presumably end up with 5 or more cultures in the area, in place of just one overarching culture. I could list those and the provinces they'd spawn in too if you want that.
Silesia = I wouldn't turn Germans in silesia into "Posen" as there were quite real and distinctive "Silesians" (Schlesier) living in the area irl. Now the game also already just blatandly uses Silesians as a name for slavic Silesians and puts the culture into the west slavic group, even if the name irl stands for Germans, Czechs and Poles in the area alike really. I would still rather re-use the same name as in "Silesian" (Schlesisch) or go for the German name for silesian. Meanwhile "Posen" can be used for the areas of Poznan and Kalisz.
Denmark = either "Northschleswiger" (Nordschleswiger) based on the German minority irl or "Schleswiger". "Jutes" (Juten) based on a Germanic tribe of the same name. Low Saxon as a name is sorta misplaced as Lower Saxony irl is a state and region spaning from Frisia to Brunswick (though I definitely can see why you may have wanted to choose the name).
England = "Angels" (Angeln) based on a Germanic tribe originating from modern Denmark, alternatively "Neo-Angels" (Neuangeln). They were among the Anglo-Saxon tribes that went on to conquer and settle england. Of course "Anglo-Saxon" (Angelsachsen) is a good choice too, but it is also already used for a lost culture ingame. It's your decision in the end really.
Edit: "Angels" may or may not turn into "Anglish", which is still a change from the "Ae" currently used.

New suggestions:
Volhynia area = As based on German settlers, "Volhyniagermans" (Wolhyniendeutsche), I'd suggest "Volhynish" (Wolhynisch) for a Germanic culture.
The provinces of 3225 Sudovia, 3223 Balstoge and 1937 Gardinas = "Sudovian" (Sudauer) could be used here for a local german culture as based on the Yotvingians that were also called Sudauer in German, going a prussia oriented naming route.
Saratov area, could go further = "Volganer" (Wolganer) based on "Volga-Germans" (Wolgadeutsche).
Red Ruthenia area, 2959 Tarnow, 262 Krakow and 2960 Nowy Sacz = Based on the josephinian colonization there could be a german culture "Galicians" (Galizier) here to represent german settlers. Irl these settlers seem to have been Swabian and Rhenish, but I think in the context of this mod a separate culture emerging may be within the realm of what we're looking for.
Edit: As I noticed while looking up Ruthenia, the area could be included in having "Reussian" (Reussisch).
Southern and Northern Transylvania areas = "Siebenbürger-Saxon" (Siebenbürger Sachsen) or just "Siebenbürger". The provinces of 1954 Torontal and 156 Temes could even have their own tiny culture of Donauschwaben called "Banater" based on the Banater Schwaben.
Slavonia area and perhaps other areas = they could receive "Shwoveh" or "Schwowe" for a culture, as in "Danube Swabians" (Donauschwaben).
Ukraine = Ukraine as an area can be split. The ingame areas of yedisan, zaporizhia, crimea and azov could have "Schwarzmeerer" based on "Black Sea Germans" (Schwarzmeerdeutsche). The crimean peninsula in particular could also be held separate, implementing "Crimean" (Krimer) or "Crimea-Germans" (Krimdeutsche). Historically the germans on crimea belonged to the overarching term of black sea german colonists, but there are one or two arguments for that detail to be had. The lower danube and moldavia area ingame could receive "Bessarabian" (Bessarabisch) based on "Bessarabia Germans" (Bessarabiendeutsche). The province of 3156 Suceava would have "Beech" (Buchen) or "Bukovinish" (Bukowiner) based on german settlers there if you want to have that detail. As for ruthenians you mentioned using "Ruthenish" (Ruthenisch) which is good I think, alternatively "Reussian" (Reussisch) could be used.
Belarus = A bit like Prussian we could use "Belorussian" (Belorussen) / "Belarussian" (Belarussen) here I guess. It's kind of a hard area to pick a name for. If you want to you can go for the name you mentioned in the chat, but I'd correct it to "White-Germans" (Weissdeutsche)
I wouldn't set up everything west of the Ural to be Wolgadeutsche, only Saratov and at most other places along the Volga river as I tried to convey. I think the rest should be left open for now until there's a better solution. German settlers in Russia irl, talking about Russia within it's modern borders (excluding crimea here for simplicity), only really settled the volga around Saratov and a bit further upstream at Samara + pockets south of St. Petersburg and in Yama (Jamburg).
Using an example:
"Krimdeutsche" = "Crimea-Germans", germans on crimea which a culture can be based on
"Krimdeutsch" = "Crimea-German" culture
"Krimer" = means "Crimean" or "Crimeans"
Germany = "Almancilar". It's a modern term for turks in germany, but could be used for a culture until a better one's found.
Cyprus = Though controversial a political topic the island could receive "Kibris" with "Kibris Türkleri" (Cyprus Turks).
Georga region = "Ahiska" from "Ahiska Türkleri" (Meshketian Turks) living there.
Iran = "Qashqay" which is a majority oghuz tribal conglomeration that seem to have existed under the Qara Qoyunlu and later settled in southern iran (which it's kinda weird the game seems to not represent that unless I'm missing something. There are however the Luri people ingame which were a part of the Qashqay, but as an iranian culture).
Balkans = "Rumeli" based on the "Rumeli Türkleri" (Balkan Turks) could go for Bulgaria, Albania and mainland Greece I think. Thrace in particular could have "Trakya" from "Trakya Türkleri", which is a significant minority irl, if you want that. The areas of Lower Danube, Moldavia and Yedisan could receive "Gagauz" which is an Oghuz minority irl in these general areas.
The areas that would amount to ancient carthage could go "Vandalisch" based on the vandals (which were ultimately crushed by the arabs a bit later in history, but also were german).
Portugal, Galicia and Léon would work well with "Suebisch" based on a german tribe that originated around the area of brandenburg and went there in the 5th century.
The state of Burgundy all the way down to Provence could go "Burgundisch" (or maybe "Burgunder")
Areas of Ural and Perm, probably Kama and Bashkiria = "Uraldeutsch"
Areas along the white sea coastline = "Weissmeererdeutsch"
Pechora area = "Petschorisch" (alternatively can be either Weissmeerer- or Uraldeutsch)
Ingria area = "Ingermanisch"

West Slavic
Areas of Mecklenburg, Vorpommern, Mittelmark, Thuringia, Northern- and South Saxony could go "Polabian" or "Polabscy" which is a collective term for slav tribes that existed in the area.
Neumark is a tricky area (not the province by itself, but the entire area) as it could go just standart Polish or 'standard west slavic', "Polabian" or even have it's own "Stodoranie" / "Hawelanie" culture.
Areas of Holstein, Schleswig, Jutland and Sjaelland = "Wagrowie".
Areas of Switzerland, Carniola, Tirol, Upper Bavaria, Austria Proper and Inner Austria = "Karantanie".

South Slavic
Greece (all areas + Thrace) = "Bajoniti" or "Dragobitija". Morea and Crete in particular could have "Milingi" if you want that.
Albanian area = "Goranci"
Italy = "Molishki Hrvati" which means Molise Croats, a slavic minority in central italy.

East Slavic
Hungary (all areas without the croatian areas) = "Rusyn" or "Rusini".
Moldavia would have "Lipovane".
