AI sucks
  • Given both modded and unmodded games the AI once again sucks with its building of habitats and then never populating them, have disabled staggered habitats from being built by the AI.

Balance
  • Lowered the no voidborn penalty from 50% to 20% as it was just to crippling and made the habitats useless.

Blockers replaced with decisions
  • Overhaul of how the habitat mechanism works to spawn a size 1 habitat and let you enlarge it with decisions. This stops abuse of things that lower blocker costs giving you cheap habitats.
  • "pre voidborn" penalty added as a planet modifier on the habitat if you do not have the voidborn AP that reduces production of all resources and increases all maintenance costs to discourage using this mod as a substitute for buying the voidborn perk.
  • Accidentally removed all the blocker code from the mod too early, so people who upgraded existing games got free full size habitats for Christmas as the blockers in their savegame were invalid and got removed.

  • Compatible with new district and building system
  • Modular habitat ability only, all extra buildings, tile modifiers and ability to build habits in extra places (stars/asteroids) has been removed.

  • Able to circumvent Asteroid/Solar tile blockers by building complete habs
  • Able to build stellar Habs on blackholes
  • AI does not priroritise tile blocker tech

Costs adjusted:
Staggered Habbitats now cost 200 influence up front (same as regular). The blockers they come with no longer require influence to clear.
This will hopefully improve AI and sector AI behaviour.
