Also, since I can't ask in a comment right now due to Steam's latest ♥♥♥♥♥♥: does the Kantonsparlament works with Civitas City-State Expanded extra city state types?
Hm, the intro message thing sounds odd. I just tested myself, and his regular speech showed up as normal.
Did you meet him at the same time as Lautaro? I know that sometimes there's a bug for all civs where if you meet two at once, the wrong intro message plays.
If not, would you care to tell me what mods you were using in addition to Switzerland?
Also, if you've not played since, would you mind uploading your modding logs, if possible? Those often help pinpoint any bugs.
It doesn't gain any bonuses from the Entertainment or Consular city-states by design, as those CSes do not have associated yields. It currently doesn't get a benefit from Maritime city-states, but that will change as soon as CSE is updated next, so keep an eye out for that :)
Anyway, I've ran the Cantonal Council project several times now, and I've never managed to get any inspiration out of it...
(ETA: reloading the game showed the right score, but still seems like it should update right away. The glory-related policy cards from Rule with Faith work just fine, after all.)
The other parts of their ability work fine, though.
