Well for one I'd definetly suggest a gold based one, where you get lots of gold. Carthage was a merchant empire, going along with that as Emperor said they used mercenaries almost exclusively. But if you want to make it a bit more unique give them an action to gather a large mercenary army at one time, if you can they appear with a unique quality that makes the mercenary ukpeep equal to that of normal troops.

Yes, i need to make a new carthage Actions first need to find the right tables, since this table is scripted i have to use assembly. I choiced those 2 because of balance issue, if i give those actions carthage would become more op than is now

Really think you should consider giving carthage back it's holdings in Sicily and Sardinia, but keep the nerfs you implimented in the last update, just so carthage can at least somewhat better represent its historical standing at this time. What do you think?

i can give Karilia in sardinia and motya in sicilia but lets wait a bit longer then ill change
