Prisoners and Hats
TLDR
Hats must be placed into the prisoner room first, then after all prisoners have put on hats, you can place your desired uniform* in the room.

* The prisoners will NOT wear pants if they are wearing the hats from this mod (because they think they ARE wearing pants). This is due to the hats being set to cover legs.

Explanation
** Read the following if you want an explanation on why it works this way **

Prisoners will only put on enough clothes to cover their torso & legs; so they will never put on a normal hat (which covers UpperHead/FullHead/Eyes depending on what kind of headgear it is).

To get them to wear the hats from this mod I added the "Legs" body part group to the hats, meaning the game thinks they cover the pawn's legs. The prisoners will put on the hats to cover their legs.

Now because the uniforms in this mod all cover torso AND legs, if the prisoner is wearing one already, they will NOT put on the hats, because their legs are covered already. This is why hats need to be placed in the room before the uniforms.

Full body apparel (covers torso and legs) will work fine with the hats, as long as they are placed in the room after the prisoners are wearing the hats. If the prisoners are wearing something that only covers the torso (a shirt for example), they will put on the hats at any time. This isn't really a problem since you can't tell they aren't wearing pants anyway because of the way clothes are displayed in Rimworld. This seemed like an acceptable tradeoff for the uniforms and hats to work together.
