Ideas to Make the Mod Better
This is an area to post suggestions. I make no promises that what you post here is doable in game, but I try to make a good product when modding and I will look over any suggestions.

I will see what I can do, I think that civics might have to stay random to avoid a mess of problems in the code.

There are now two edicts as well, these will allow you to choose your vassal's government and ethics, it applies to all of your vassals though, because I could not find a way to target certain ones, still better than before. Also, only base game things apply.

I'd like if my vassal empires I create from sectors could be actually dirty peasants

Like, they get none of my Tech, Traditions, or Ascension perks unless I choose to give them to them.

So I can make an actual border state that's very weak and reliant on me.
Bankroll vassal station option:

This serves 2 purposes:
(1) I can defend a choke point by proxy by building up a bastion
(2) It expands the naval cap of the vassal allowing them actually useful fleets.

Note: I'm perfectly happy if the AI is allowed to rebuild the station after my build [bc the AI never does :p ]

More Motivation Explanation...
Currently sometimes I intentionally hold off gifting a system to a vassal specifically bc I want to build a station first. Even then, once the system is gifted, once I research a higher station tech level I often find myself wishing I could upgrade various weak stations bc the AI never seems to be able to keep up/upgrade them on their own. Current workaround is using yesmen console command gifting the system to me, building it up, and returning the system, this is a pain though :/
vassal territory counts as owned for claims calculations.

I often find myself maintaining territory on the other side of neighboring vassals just so I can efficiently claim new stuff. Needless to say this leads to a lot of needless border gore. treating vassal territory as if I owned it for the purposes of calculating claim influence costs would go a long ways to much cleaner borders :)

I have a feature request: Utility: Show/Hide Mod-added Planet. Decisions. Would be nice to be able to hide the planetary decisions when not needed, since they're not used too often.
