You'll likely have a hard time finding any mapper to take this idea on as a project. My suggestion is if you want it, then taking the time to learn about the Source engine and learning Hammer to make it yourself would be a worthwhile experience.
Make the entire map inverted vertically, so that the low points (like that area below last point) are the high points, and the high points are the low points.
Unless you pay some mapper ;)
(Doubt anyone would want to tho, so might be a bit costly)
im a decent map maker and im already doing some stuff with upward

you see, the cart does NOT follow the rails you see in-game but the rails in game follow the path
the path of the cart can be anywhere, even in the sky.
rails are just decoration so just simply changing up the path which is 174 different entities will be time consuming
the spawn rooms are pretty easy though but yeah i'll try doing it
