I had originally colonized in here when I was Holland, so I thought maybe the fact that I did that before forming Netherlands was bugging it out so I went and got another province as Netherlands and it still won't complete.

Colony tags are CXX (X = number).
All bugs will be solved in the next update which will be bigger than usual so that's why it is taking a bit longer, stay tuned! :)
Edit: I just looked for the scripts that load in the Spanish ideas (the script being located in the decisions folder for the mod), and it looks like you might have put the "swap_non_generic_missions = yes" tag in the wrong container tags. I don't know much about coding, so I'm unsure if this actually is the problem. However, I did look at the scripts for other country's idea load ins, and it seems like the issue might be that "swap_non_generic_missions = yes" is located within the "if = {" container tag, so that might be the reason it doesn't properly load in the ideas.
Edit #2: same issue exists with the Iberia scripts. Not sure if this glitch is also present ingame, or if this is even the issue, however. As I've said, I'm not a good scripter. This is just what I can gather from looking.
