I think you need to clear the game cache to force a fresh download.
If you don't want to do this, then you'd need to unsubscribe and restart CivV and look in the Mods area again, or simply delete this mod's entire folder - either way, to force a fresh download.
I wonder if you can open a ticket with Steam about it?

Where 'XXXX' is the user account name that you installed the game in. You'll need to open Windows Explorer (press WIN-Key + 'e key' at the same time). Then navigate to the game's MODS folder.
If the mod's folder isn't listed in the game's MODS folder, then Steam hasn't downloaded it for some reason. Google has many things to try - to force a download.
@Chicken - be sure to enable the mod as well - before you navigate to the scenario map/sekect enable scenario.
