This has been addressed with the BBG mod, but the mod changes the whole game so I would've loved to see this being fixed for the original game.

The World Congress Trade Treaty resolution has a backwards adjustment. Instead of giving +4 gold to everyone who sends the target a Trader, it gives the target +4 gold on all outgoing trades. This doesn't match the description of the resolution's text. You can either fix the text or the policy, I prefer fixing the policy.
