Also thanks to Fuzzle who came up with a better solution to Lincoln's ability that no longer takes away the free unit from the first time you build a power plant in a city.
It is certainly too strong to get a unit for every power plant conversion, but it is not a bug.
This mod should only fix obvious bugs and misrepresentations, and should not include balancing.

What was broken is in the mod description. Those bonuses show up in the UI but do not take effect without this fix. If you know your way around database modding, you should have no trouble finding the relevant code and spot what's wrong, if you are not familiar with modding the game files it wouldn't make much sense anyway to describe *how* it's broken. I tried to explain it in a simple way in the previous comments I referred to, hope that helps.
Then I fixed that bug and went back to my regular mod projects. One deals with Encampments, where I noticed that the XP bonuses had the same structure as the bugged Royal Dockyard bonus, so I went ingame to test if they were actually broken.
