Maybe can use this way
Directly add Policies into Policy_GovernmentExclusives_XP2 may cause bug, so can try this:
1.Add new Policies, "POLICY_FINEST_HOUR_1".., name, description and modifiers are all same as original "Finest Hour"
2. In "Policy_GovernmentExclusives_XP2", make "POLICY_FINEST_HOUR_1"'s GovernmentType=Digital Democracy
3.Then when using Democracy, game will allow to use POLICY_FINEST_HOUR, and when using Digital Democracy, game will allow to use POLICY_FINEST_HOUR_1.

This is same to other Exclusive Policies.
