Other than that, I have no more comments. He is overall lacking in several areas that I think should be improved upon, primarily with the things mentioned above. If anything else comes to mind, I'll state them here. Gud job!
My examples would be Up Air and Back Air.
Up Air is a little awkward to use as it drags up and only does both hits if it lands on the target. The move is fine but kinda awkward to use. Unsure how it would be if the animation was sped up a bit so it looks natural when you use it with a short up but otherwise solid move
Back Air you take crazy start up and terrible ending lag then take both of these problems and add an abysmal amount of landing lag as well. Sure Back Air can kill at 70 but is it worth it when he dies at stage level offstage for using it? On stage it has an abysmal amount of ending lag that it becomes unusable unless it is used on short hop but then it has a crazy amount of start up that it becomes parryable (I related this move to Etalus Forward Air and that move has armor on it and it still doesn't have that much ending lag)
Up Special I personally believe shouldn't be a mash to rise but a hold up or down. Don't make the rise and fall fast but make it way more controllable with just pressing up or down instead of mashing.
Forward Tilt I don't see why this move exists, it is just worse dash attack and I think the character would benefit more with a different variant of that.
I find that a big thing with this character is kill potential but it sacrifices the feeling of a standard character to be this way. I feel that with Back Air and Forward Tilt they could use some reworking especially considering that this character doesn't struggle to kill so it would be fine to give it more utility. If Forward Tilt was kept I would suggest changing jab as it is super flawed as well but not every move can be great obviously.
Bugs: If you are hovering down into the blastzone it doesn't give you the angel platform.
