As a matter of background:
For non-native civs, the TSL locations were chosen based upon significant concentrations of those ethnicities. For example, the Norwegians start at Minneapolis because the city has the largest concentration of Norwegians outside of Norway and, while other communities in MN and ND might have strong claims, the start location on this map also accommodates the seafaring benefits of the civ by placing them at the head of the Mississippi River.

Btw I love your map, but I think that Texas/the Southwest needs a civ or two. May I suggest adding a TSL for India in Texas (considering theres a major Indian immigrant population there), or maybe the Khmer for the Vietnamese population in the area

Sweden would also be a good civ to add to the midwest. Considering how many civs start near the Great Lakes it would probably make sense to put them somewhere like Nebraska, which has a sizable Swedish population.

Could you put Khmer and Vietnam somewhere swampy like the Everglades or Louisiana? Also I would put Portugal in San Fran instead of China because San Fran looks a lot like Lisbon.Maybe move China up to Oregon
