Here it how it goes it scales with your lvl and yes you can get extremely powerfull item on begining, especialy if u use transmutation stone (synergies mod). But you need stats to use them. Game is hard im playing on veteran needed whole day just to get to ice world in first act 1.
Legendary drops are rare so if you wanna more drops get high drop addon. But i personal like to enjoy my gear auntil it comes obsolete. I was dissapointed to get a lot of yellow item drops (like 5-6 per elite mob) now i get occasionaly and only on bosses get super gear so i can enjoy in my gear like almost 2-3 areas not constantly switching.
