Report a translation problem
The main way to get new heroes in this situation is to retire one of the currently deployed heroes.
(To do this the hero MUST be in space over a planet you control, go to the hero menu and you will have the option of retiring one of them. If you do not have an option to retire them, that particular one can not be retired.)
To double check what heroes you have and what slots are available click the button on the left hand side of the minimap that gives your faction information.
