I tried Republic at War and its closer to what I was looking for. Its balanced for the vanilla economy but after playing around with it oooofff are there some rough patches balance wise.
Had 5 full groups of heavy droids chasing the slowest republic unit (heavy walker) and they couldn't get close enough to fire their weapons. The delay in firing is so much it could walk an additional step and they would have to reset, start their slow walk again - and repeat. I was able to stutter step micro them to get a couple shots off but that was it. Shouldn't have to stutter step micro just to hit the slowest unit...
It picked off all of them without taking any visible damage.
Same thing with destroyer droids. 2 Groups (50% of the total deployment amount in the map) could not close the distance and destroy a single artillery unit (which is just brokenly balanced) because they wouldn't actually deploy shields and start firing. An artillery group has at least 3. 50% of my deployment total that is deliberately supposed to counter artillery couldn't take out 1/3 of 25% of the same deployment cost...
Not sure if its bugs or what. But it seems unplayable on ground missions at first attempt. Space combat seems ok though from what I've played so far.
SIDE NOTE: Rise of Palpatine also changes the economy (which I didn't want in my original post) so anyone curious should be aware of that.
