I have the same problem; I think maybe the path addons install to got changed in the March 2020 update as I've been having this problem since, but it isn't clear where they install to now. Has anyone seen any workshop addons install in the addon folder since then? (or know where they do?)

It looks like addons now install to "Steam\steamapps\workshop\content\4000"
This is probably due to them lifting file size restrictions, as I have found several addons that I was unable to before, but they are split up into different .gma files, on the same workshop download.

for me the buildings were located in Steam\steamapps\workshop\content\4000\2015077130\temp.gma
not sure how the numbers are generated so they might not be the same for you

also, it appears that some addons use temp.gma, while others use the name x.gma
it seems like the smaller ones are using x.gma while the larger ones use temp.gma, but I'm not 100% sure on that, but it might be helpful in finding what you want

use steam dl to get them. if they are invisible its a met system problem :(
