Thanks. Can you please unsubscribe from the soft-conflicting mods Control Building Level Up and Plop the Growables, enable this mod's additional debugging logging option, try again and post the log from that? Also, please post your LocalRICOSettings.xml file.

This happened to me today but quitting and reloading the save fixed it. I didn't have either of the conflicting mods above.

All the RICO settings are removed and there is just a blank menu. Should I resubscribe this mod?

I think so - also unsub/resub that asset as well.

It's a more terrible condition, ALL the RICO buildings are not functional.

Okay, the options at this point are either an obscure mod conflict, or some corruption at your end. Try:
1. Remove your LocalRICOSettings.xml file.
2. Verify your game files in Steam.
3. Unsub/resub the Harmony mod.
4. Subscribe to the Loading Order Mod.

Hopefully this works for you - fingers crossed....

I had this issue today too, turned out to be a conflict with the Garbage Bin Controller mod:
