Ya, it is really difficult to mod pops
It may or may not be a better idea to make it not unemployment, but a temporary trait that -100% production & -xxx happiness like how similar vanilla events do it
Even with all the colonies in my empire having been vaccinated, the virus modifier will still appear from time to time and I'll have to use the planetary decision to vaccinate again. I'm no longer getting yearly report popups, and my emergency quarantine edict cancelled itself out, as I assume I had removed the virus so it didn't meet requirements.
But as mentioned, planets are still getting the Virally Known modifier, so I need to be constantly vigilant with checking planets to revaccinate.
The virus started at 2250 right on schedule. It's 2275 now. =<
Could it still be spreading due to the AI not dealing with it?
Edit: Oof. I want into observer to check out some AI planets and they are just rife with self isolated pops. Every planet in the galaxy is infected except mine (because I vaccinate), the Fallen Empires, and a machine empire.
