That's a really cool concept I've been debating with myself how to tackle correctly. But Crusading spiritualists is certainly going to be a thing in future versions of this mod.
From 2000~2013, South Korea and North Korea operated <Kaesong Industrial Region>.
Goal of his Industrial Region is "Provide cheaper workers to South Korean Company, Provide North Korean People to finest work place"
And the ultimate goal was to pursue mutual cooperation and resolution of hostilities through this cooperation.(As for the South Korean Government) This industrial region has produced consumer goods rather than heavy industries. It was one of the ways to support small and medium-sized enterprises in south Korea.
It is now closed due to worsening relations between the two countries. Even now in South Korea, the <Kaesong Industrial Region> is a political and diplomatic controversy.(Debt problems for the establishment of the industrial complex, effectiveness problems, risk problems that could be hostages, and so on.)
So, for Common Detente Perks, something like a 'Joint economic development zone' for "states with bad relations" seems to be fine.
Of course, it seems very difficult to figure out how to balance. The best way is likely to be in the direction of increasing workers' resource output and relationship.(I don't think it's a bad idea to increase maintenance costs.)
If you have a better idea, it would be nice if you could use it. :)
Federations just feels too much like a more advanced alliance rather than say, the EU.
2 and on that note i have another law called Made Man that if enacted would have all federation members with out the Criminal heritage civic to aquire it even after game start.
3 a law called protection racket which would lower the influence cost, sprawl penalties and boost the benifits of having branch offices. It would boost crime though and come with downsides like giving the empire with whom you have the branch office with a Causus beli against you called Expell criminal elements.
Ok thats it for now but this ideas far from complete I will edit this post as i think of more things to flesh this federation out.
