Report a translation problem

If you start a new game from the workshop mod (i.e. not from a save), click the buttons to set up, let it finish loading, and then save it. Then go to the main menu, load that save - do you still see the in game set up menu? Are the decks still loaded?
The next step is can you follow the steps here: Debug Screenshots[imgur.com].
Click on the MODDING button, and then SCRIPTING.
The default file it loads should be the "Global" file as per the screenshot, and you should see the top 3 lines of code as highlighted in the screenshot.
Can you tell me if the third line says "devSaves = false" or "devSaves = true"?
To answer your question, I tried that and it did in fact the menu still popped up with the decks loaded. It seems like it's almost random. I saved it, loaded it and it was fine. Then moved some cards around, saved again and reloaded and the menu was there.
The local devsaves is false.

Thank you for the information and screenshots - I was able to replicate the issue - it was happening after a save was loaded and then saved and loaded one more time. That wasn't a scenario I had tested so I had missed the bug originally.
This should be fixed now - I've pushed an update to the workshop, so please try it out again and let me know how it goes!

You can also try this by copying any of the links in the "Main (?)" textbox from the popup in your screenshot.
If it doesn't work in a browser, then your ISP or VPN is probably blocking files stored on steams cloud storage. The only solution in this case would be to use a VPN to download the mod.
If it DOES work in a browser then you probably have a corrupted file locally, which can happen as it's quite a large mod. You can fix this by deleting the mod from within TTS:
Click "Games" from the menu at the top, then click the "3 dots" button that's on this mod. There will be a button to delete it. Then come back to this page to resubscribe. When you next load TTS it should redownload the files.
e.g., car under gas station can be deleted, but not the one outside- or the ones behind mall. (nothing populates in right click menu.)
