Commerce national value
Hey so the stab hit on war declare for commerce seems to to much of a penalty, stab hit on war declare gives aggressive expansion, this means commerce is paying 24+ AE just to declare ANY war. This penalty compared to the other ideals is just massive. Is is possible to consider something else?

that would beat the entire purpose of this value - it is intended as the most 'peaceful' option with emphasis on trade, economy and diplomacy
