Sima Ai's inspector's office works like base game's tax collection building (reduce order, base peasantry income)
Other prince has (reduce order, total income multiplier)
Sima Ai's temple doesn't offer increase research rate, others do.
For balance, I think other prince should get the peasantry income version of the inspector's office.
I'm aware of his reformation design makes his buildings differ, but the difference is too big to be intended.
The inspector's office still feels strange how different they are, making other prince less desirable to go for peasantry based income.
lvl 5 (-20 noble support for +30% total income) seems pretty weak now we have the population effect fix for 8p
It doesn't have to a income multiplier building, but I wouldn't know how you could change it and warrant a build slot.

The high upkeep hinders it from an early game building.
This really good.
