Why is "Children wont move to another dome with a nusery unless there is also an apartment" necessary? I have kids domes with nurseries only, why should that prevent kids to move in? Additionally, as soon as they become youths, they'll leave the kid dome provided a new vacancy is available in another dome. I can't see any reason to actually add apartments in kids domes.
