  • -100 if they're in a Federation with the War Leader

  • -50 for Claimed Systems that AREN'T fully occupied (Demand Claims only)
  • -10 for Claimed Systems that ARE fully occupied (Status Quo only)
  • +2 for occupied systems
  • +10 for occupied planets
