Suggestion: negative events need a harder cooldown
I think you wanted to fix the rapid pace of negative events by making militancy resting point drop by a lot after an assassination or coup, but that's not working for me since militancy itself doesn't drop fast enough to meet the new resting point. Once I get a new ruler elected a few months after a coup, militancy itself is still high enough to trigger a new coup literally the day the new ruler is elected. As far as I can tell there isn't a single event that occurs after a coup that actually drops militancy itself, so I'm stuck with years of coups happening months apart, with militancy still dropping by one point per month.

I think if you want to keep the pace of negative events manageable, either militancy itself (and not just the resting point, which has no effect on the pace of negative events on the scale of months) needs to drop by a lot after a coup or assassination, or you need to impose a hard cooldown period during which a coup or assassination just can't occur. At the moment they're happening pretty much one after the other, which isn't fun at all.
