It's hard to make them populate a player settlement as thats kinda the player role with their own npcs they built from the robo factory block. Might have to ask the Ai enabled modder for human model option. I check that you can make your npcs patrol points in your base.
I also made neutral engineers in grey they just wander around but with the idea for a future release of them spawning in a civilian ship/station. They're more like bait for SPRT and wild life lol. They can defend themselves if attacked with their fist.
Bottom line - I need to populate a station for a scenario. I need to populate it with NPCs that won't attack the players and will just walk around minding their business. And preferably with NPCs that will try to defend the station along with the players when it's attacked by an NPC boarding party from another faction. - The boarding party part is solved just through the AI Enabled directly - set a spawner, accumulate troops, dock
