Recruitment and Building Development
I started with Sparta, can't upgrade to Large City or Huge City
The only unit recruitment i have is in Sparta, none other Town/City.
Am i just stupid or is this a bug ?

You can upgrade once you reach a higher civilisation level, but I can't remember which number is needed.

Right click on the civilisation and I think it's explained in its description. Honestly I can't remember at this point :D

yeah I was playing as Athens and all I could get from all of my settlements was trash levy greek phalagites while macedon was cranking royal pikemen into my land
