Conversion
Im trying to reconquer anatolia for the byzantines, but cities with 400 pop keep revolting to an army of 1200, and when It happens they generate 600 army to defend, i try to convert them but no building finishes before rebellion :(

Cities have many factors in which they can rebel, 1. lack of an army, 2. High Tax rate, 3. very low tax rate, 4. just been conquered, 5. lack of Infrastructure, 6. Not the same belief (religion), 7. Not very loyal armies/generals, and 8. Distance from capital/location
