Report a translation problem
Most of his moves were made faster for a comfier gameplay :
- Jab is now more consistent and harder to parry
- UTilt is now faster and stronger to increase its KO potential
- Taunt duration is decreased
Freezing attacks are staple moves for Frostpaw and were buffed to upgrade his neutral game :
- DStrong does now more damage and is faster to use
- NSpecial is also faster and have the same hitstun multiplier than other freezing attacks

Oh and UTilt is way too powerful. Like, that's what Strongs are for, and yet that tilt has more knockback than UStrong!
This is indeed a tricky case to balance but it's good that you pointed the odds of being frozen. Whatever we're playing casually or competitively, being frozen is not really fun as it takes 2 whole seconds to break free, which in a game like Rivals is very long.
I've mainly noticed that freezing CPUs is quite an easy task as they will often remain grounded, while it will be much harder with an experienced player that will be sure to be in the air to not be affected by the freeze, making the whole process difficult.
I do like the cap of 50% that you've proposed though ! As I think that the chance could go well like : 0% -> 10% -> 20 % -> 30% -> 40% and then 50% for NSPECIAL
I'm noting this somewhere eventually for later before to do such drastic change, it's actually rare to reach the half of the bar in a serious match, but it's still possible to have constant freezing on advantage. RNG is generally considered "bad" in the competitive scene and I think more feedback on this would be welcome.
Oh, and for the UTILT being powerful, it was designed to be a slow and hard move to place on combat, the reason it's not working like an USTRONG is because this last move benefits of the famous low friction (among others traits) associated with it.
Mega Man from Smash Ultimate also has this quirck, I don't know if it feels strange for Rivals but I could rework this eventually.
For version 1.12, Frostpaw received an update for his DSpecial :
- It's now more effective as a mobility tool. His momentum is better even without the Freeze Power. If you already have it, your Max Air Speed is temporarily increased. The Super Armor also durates for the entire levitation.
There are also some things I wanted to add :
- Jab 1, Jab 3, Late BAir, USpecial's Bump & Ascension now fill the Freezing Bar like other moves.
- The FREEZE logo on the HUD has more effects
- FSpecial Hurtbox is now akin to the animation

How different is the new FSTRONG compared to the old one ?
- It's a tad slower on the startup but Frostpaw jumps actively forward giving him a better momentum
- The active frames were reduced but the damage is now the same as the other Strong Attacks. They should be all equal in term of utility now.
What happened with DSPECIAL ?
DSPECIAL was affecting the max air speed, causing some bugs when it needed to be restored to its original value at the end of the move or other situations. The horizontal speed is now boosted instead.
I'm planning to work again on some of his moves in the future so his quality can increase. Stay tuned !
There is a lot coming with the version 1.15 !
You can notice that Frostpaw has now a new button appearing on his CSS. You can click on it to activate the Vocal Assistance, this mode will give you new interactions and can even improve your experience. This feature also bring the possibility for other workshop characters to have compatibility with Frostpaw, where he will be able to detect their personal attack.
A bug with FSPECIAL was also fixed, making the attack working like it should.
It would be a bit technical to talk about all the changes that were made for this version so I let you check the patch notes if you want to know how it works.

Frostpaw received buffs on some moves to improve his reach and his kill power which he was quite lacking, but the most important novelty is the rework of his NSpecial.
NSpecial was a bit silly and repetitive to use in neutral, so it has been changed to become more interesting. While the start-up was restored to its 1st version, it's now possible to charge it to launch 2 fast snowflakes. If you have the Freeze Power, these 2 snowflakes get combined to become a powerful and long-lasting projectile where Frostpaw will sacrifice his ability. It may be worth if the opponents are constantly escaping you.
I can suggest to test Frostpaw in Training mode to see how his moves changed.
I'll probably improve some of his animations in the future as I think his kit feels now more complete !
