I've started work on a new mod. There will be a similar "entrepreneur" you can find somewhere, maybe in the Hub or some other run-down place. He's got a kickstarter that needs funding. Instead of upgrading a town, I want an alternative food source that can be upgraded to be used as a new alt fuel source or a feed stock for a new kind of material or something. It's going to be ambitious because I will have to make my own models again (something I did for my Makiwara mod). I'll update here when I have something working!
