On headshot: hl2.exe crashes.
No random critical hits.
If it doesn't get it's own stats I feel like it could work as a scottish resistance reskin, relying on some pun connecting making a large amount of sticky traps to construction work that I am too lazy to come up with
maybe it could give you a massive movement penalty, but you can have your stickbombs land anywhere within a certain readius of you as long as there's no roof over your head, because of the mortar-style design
From the Design this looks less like a typical launcher. so Let me take a crack a this.

Bombs Explode automatically on impact.
+20 explosion radius
-10% Explosive damage
Bomb only launch at full charge.

food for thought: stickies stick to players and/or deal damage on the initial hit. could be very interesting against certain enemies such as medics and engineers that are often behind the frontline

with spikes like those they gotta do somethin on impact

it would be cool if there was new stats but i would prefer it to be a reskin for scottish

Maybe over-heal or airblast can knock them off/delete them
I would probably do something like

Level __ Scrap Bomb Launcher

+When detonated Grenades fire 30 shrapnel pellets in 180 degrees

+enemies hit with Shrapnel bleed 4 damage for 5 seconds. Damage from bleeding stacks for every pellet that connects.

+Shrapnel pierce up to 1 additional target

+Shrapnel ricochet off walls up to 1 time per pellet

-Bomb does not deal explosive damage

-Maximum of 4 active bombs. If another bomb is placed the first one placed fizzles instead of exploding.

-Bombs can only be detonated one a time, in order of their deployment.

-4 second cooldown between detonation
Cant be airblasted and can stick to anything but does very small damage and slows and makes plays bleed a bit, infinite stock, finite ammo supply, longer range and faster, but little damage

-%15 slower firing speed
-%5 smaller clip size

if you wait for 10% seconds the stickys will be fully crit
Bare minimum:
+ 35% bigger explosion radius
- 10% more self damage (which means more knockback for you)
on hit: inflict bleed for 5 seconds
mini crits when it would normally crit
-20% damage penalty
-10% blast radius
+ Faster firing speed
+Faster walk speed
- 15% explosion radius
- 25% health from packs on wearer

When I saw this I thought it was a nailgun, so shooting nail bombs from TFC would be a cool addition and a nod to the OG game. Maybe instead upon detonating it would cause bleed, the more bombs you get hit by you could have multiple bleed effects at the same time, until it would kill you in 2 seconds.
