Normal, Heroic, and Legendary difficulties are all intended as "regular" gameplay.
Easy difficulty has been repurposed for an alternate gameplay and story experience. You are correct that it uses visual, audio, and gameplay cues to convey very different themes.
We will avoid addressing anything specific, but: Everything in the mod is intentional. If something feels off in Easy, it's meant to.
As for free roam, once you complete the map on an ordinary difficulty, you'll find exactly such an option available.
