To do the command thing you need to type the command

inside of the console, to be more specific.
if you don't know how to open the console, go to options>advanced>enable developer console and then open the console (default bind is ` or ~) and then type the commands you want. for example, you can bind f to +feedbacker, g (or alt if alt is not binded to anything) to feedbacker_swap and r to whiplash. don't worry, you can bind your reload to another key for example, i have my reload set to t (the default bind for sprays, and if you mostly play on singleplayer, don't worry because in singleplayer nothing can see your sprays, only you, so that means keeping your bind for spraying is not needed). also i know all of this because i'm kind of a source nerd
