not sure if this was already brought up to you by someone, but nonetheless;
- Admirality (some Naval related stuff)
- Peters Palace (some unrest / prestige / legitimacy stuff)
- Smolny Convent (maybe adding some chance of female advisor with reduced costs or sth like that)
- Peter and Paul Fortress (some Army related stuff, like morale/disc, sth like that)
- Twelve Colleges (some state related stuff)
Just a bit more Flavour for the famed "Gate to Europe", Venice of the North or "Babylon of Snow" City. In my opinion its kinda lackluster compaired to other Main cities back then, maybe some gated behind being Russia or something like that. (i have no clue about balancing)
Of course not all of that, but it just came to my mind, that St. Petersburg is in dire need of some love.

I definitely want to add something to St. Pete's in the next few updates, most likely the Peter and Paul Fortress. Stay tuned.
Groot Konstantia vineyard: The Cape Colony was a very important resupply point for ships rounding Africa and this made for a vibrant agricultural sector. Groot Konstantia was the first of the really big vineyards, so it's more symbol than monument in itself. I'd suggest playing around with the conditions a little here - maybe province owner has embraced Global Trade? The effects would probably be local but I could see a small trade steering bonus at level 3/4.
Painted Rock. There are quite a few of these around the world, I have in mind the one in San Luis Ebispo County in California. It was an ancient site but used and developed through the EU4 period. I think this is probably a cultural/prestige type monument.
Astrakhan Kremlin. Not exactly a high-end choice but it's a relatively empty part of the map for monuments and it is a construction from the period. Makes most sense as a military bonus. I could also see Cossack and Tribe estate bonuses as a kind of "soft" requirement.

I also added Peter and Paul Fortress, it was hard to find an image without cars or other buildings but I feel the result was sufficient. Thanks for the suggestions as always.
Tollan-Xicocotitlan in Xilotepec
After the fall of Teotihuacan, Tula was the most important city on Mesoamerica, its inhabitans were famed as skilled artisans through Mesoamerica.
Although the city lost relevance after the end of the Toltec kingdom, it was still inhabitated and considered important; many nobles (including the Aztecs) through Mesoamerica had or claimed to be descendants from toltec royalty.
it was also ruled by the legendary Quetzalcoatl.
In-game I could see some doom reduction, increased legitimacy and prestige and for the last stage less construction cost and/or more goods produced, at least in the region.

Lake Guatavita in Bogota
Known to be the place that inspired the legend of el Dorado, the muisca zipa was "crowned" as the leader of his people while making a ritual which involved covering him with gold and throwing gold and emerald offerings at the lake
More legitimacy, prestige and authority for religious reforms should be obtained, and for spicing things up maybe more 1+ admin for rulers.
Should start at tier II or III
Cathedral-Mosque of Cordoba or Cathedral of Our Lady of the Assumption
This cathedral was converted according to the religion of the rulers of Cordoba, first the church was converted into a mosque and then back into a church after the reconquista.
It could be used by both Christian and Islamic countries.
More papal authority and some tolerance for heathens could be its bonus.
Should start at level II
Alcázar of the Christian Monarchs both at Cordoba
This palace was built over the former Alcázar of the Caliphs after the reconquest of the city by the Castillan kingdom.
Before the reconquest of Granada it was used as a royal palace and a fortress, (the last ruler of Granada was also incarcerated here) afterwards it served as the tribunals of the Spanish Inquisition.
More local defensiveness, missionary strength and less tolerance towards heretics could be its effects..
Should start at either leve II or III
Paço das Escolas or Coimbra Univesity at Coimbra
This portuguese univerisity was originally located at Lisbon at the game start, until 1537 where it was returned to Coimbra by order of the king. However, Coimbra was previously home for the periods from (1308-1338) and (1354-1377)
It was also a royal palace: Paço Real da Alcáçova, until it was given to the univerisity.
Some bonuses could be discounts for advisors, institution embrace speed, and admin tech cost reduction.
Should start at level II
Finally I would like to give a shotout to the universites of Salamanca, Oxford and Cambridge, (the oldest ones from Spain and England specifically.)
Universidad de Salamanca at Salamanca
Established in 1218 the University of Salamanca, it had faculties of theology, law, medicine, mathematics and music.
In this university it was discussed the feasibility of Columbus proposed voyage, the human rights of american natives.
Some of its members participated at the council of Trent and it may have been the first university where a woman gave classes.
I could see an extra advisor, adming power + conversion bonus against heretics.
It should start at level I or II
University of Oxford at Oxford
While its foundation date is unknown, this university was already teaching in 1096.
Some notable alumni that attended during EU4's timeline where Walter Raleigh, Thomas Hobbes, John Locke and many saints, cardinals and archbishops.
Its bonuses could be an extra advisor, reduction on advisors cost and more church power/ papal influence.
It should start at level II

Since I forgot to do Cambridge I wanted to suggest another monument.
The Acrocorinth Fortress and/or Hexamilion at Corinth
Due to its location in a favorable position atop a hill that overlooked Corinth and a secure supply of water, it was used since the antiquity to defend the city.
Byzantines, crusaders, venetians and ottomans have attacked and defended it, during the game timeline.
It should start at either level I or II
Bonuses should include extra local defensiveness, a bigger garrison and perhaps less assault ability, although not too much.
Meanwhile the Hexamilion was built during by the emperor Thedosius II during the barbarian invasions as a chokepoint against forces invading the Peloponnese, although there were previous attempts to fortify the Isthumus since Mycenean times.
It was tried to be reinforced by last byzantines emperors starting 1415, however it was constantly breached and it was finally destroyed by Turkish cannons.
It was also possible to be bypassed by sea and to suffer damage by earthquakes.
It should start at level I and include the same but better bonuses as the Acrocorinth fortress.
Maybe both could be combined into a single monument.
Cambridge University at Bedfordshire
Like Oxford, Cambridge also had many notable alumni like Isaac Newton, Francis Bacon, Henry Cavendish and Oliver Cromwell, while at the start of the game timeline it had an ecclesiastical character, it changed its focus during the dissolution of monasteries in 1536.
It was also a hotspot of puritanism and some of their graduates even moved to Massachusetts.
Some of its bonuses could be more innovation, reduced tech cost, a very small and early church power/papal influence and for the last level an extra advisor.
It could start at level I or II.
Along Mecenas I find it one of the most flavourful mods of EU4.
If you are still taking suggestions for new monuments I propose:
Although a bit crowded maybe Paris could use a new monument;
The Basilica of St. Denis or Basilique royale de Saint-Denis was the royal necropolis were french kings and consorts from Clovis I to Louis XVIII were buried (excluding Charlemagne, Louis XI, Philip I and post-revolution kings)
, french queens were crowned here and it was home a big treasury, including royal regalia which was stored here inbetween coronations, jewels, holy relics and the Oriflamme (the battle standard of the french king, when raised no prisioners would be taken).
Its namesake comes from Saint Denis, martyr and first bishop of Paris.
It could start at either tier I or II
It should be available for France or countries whose kings are descendants of the Capetians (de Valois, Bourbon, de Bourgogne)
Some bonuses could be a small clergy loyalty increase, prestige, legitimacy, no stability loss on monarch and for the last tier some absolutism..
Paquimé / Casas Grandes
In Concho
A large native settlement located in the demi-desertic region of Oasisamerica, it contained multi-storied buildings and a complex water systems, including running water channels and a sewage system, it also had some influence and trade with Mesoamerica as evidenced by macaw remains found in the area and a ballcourt.
While mostly abandoned by the time EU4 starts, it was still inhabitated by nomadic peoples whent the spanish found arrived.
It could start at level I or 0
Bonuses could be 1+ base production, lesser development cost, a bigger trade range and an extra merchant.
Catedral Metropolitana Basílica de San Salvador or Metropolitan Cathedral Basilica of the Holy Saviour
In Asturias
The origins of this ancient cathedral go back 781 whent it was founded by king Fruela I, it features a mix of styles that go from pre-romansque to gothic, it was also visited by pilgrims on the Way of Saint James.
While most of the cathedral was rebuilt during the XII century restoration, and lost many of its original romanesque features with the pass of time, it still retains some of them.
The most notable part is the Cámara Santa or Holy Chamber, the oldest building of the complex, it contains relics relevant to asturian history like the Shroud of Oviedo (supposed to be the veil of Veronica which covered the head of Jesus Christ after his death), the Victory Cross (carried by king Pelagius at the battle of Covadonga and its also present at the asturian flag), the Holy Ark (which contained many relics brought from the Holy Land after a Sassanian invasion) and other treasures.
This cathedral is also home to the tombs of some asturian kings, their consorts and saints.
It should start either at tier I or II
Its bonuses should be 1+ tolerance of the true faith / more clergy loyalty or papal influence.
