Suggestion
So, I was always bothered by the fact that all new campaigns I start for testing purposes, I end up getting a lot of soldiers with high Combat Intelligence and when I start a playthrough for real, almost all soldiers have crap Combat Intelligence.

And no, the Covert Actions aren't enough to make a difference... even if it was a Covert Op always available.

And then this mod gave me this idea that kinda fits the theme for this mod.

My suggestion is to add a third choice option for each Officer Tier designed to train other soldiers, with all associated effects rolled every mission that a Officer is present.

Tactical Officer: Rookie Instructor
- Rookies gain (100% Chance) +0~1 Combat Intelligence (all variables configurable - Chance and Min-Max Bonus)
- Rookies gain (100% Chance) +1~5 Aim, +0~1 Mobility, +1~5 Dodge, +0~5 Defense, +1~5 Hacking, +0~1 Health, +1~5 Will, +0~5 Psi Offense (all variables configurable - Chance and Min-Max Bonus)

Company Officer: Soldier Instructor
- All Soldiers (squaddie+) have a X Chance (based on Y Officer Combat Intelligence + Z Officer Tier) to gain +1 Combat Intelligence Level during a mission (all variables configurable - Chance and Min-Max Bonus)

Field Officer: Elite Instructor
- All Soldiers (squaddie+) have a X Chance (based on Y Officer Combat Intelligence + Z Officer Tier) to gain +0~1 Aim, +0~1 Dodge, + 0~1 Hacking, +0~1 Will (all variables configurable - Chance and Min-Max Bonus)
- Mobility, Defense, Health, Psi Offense are possible, but all set to +0 by default
- Each Stat could have its Chance rolled individually

Regiment Officer: Legend Instructor
- All Soldiers (squaddie+) have a X Chance (based on Y Officer Combat Intelligence + Z Officer Tier) to gain 0~5 bonus XP (all variables configurable - Chance and Min-Max Bonus)
- Also gain +0~5 general XCOM Ability Points (all variables configurable - Min-Max Bonus)
- Could add a optional restriction to only allow this feature to Soldiers of inferior or equal Rank

Thank you for the suggestion. It is certainly interesting, however I current have no plans to incorporate such a mechanic myself.
If you want, you can try creating it yourself. If you need any technical assistance with that, or even request some compatibility hooks added to my mod for this purpose, I will gladly assist you.

Well, I'm using linux (but playing the windows version through Proton - for easier compatibility with AML) and I even tried to install the Dev Tools here, but didn't manage to make it work.

For general help with getting the mod tools working, you can address the modding discord, and I'm sure someone there will know how to assist you. And if one day you get it to work and want to start working on this mechanism and have questions, I'll happily help.
