Added a requested feature in the comments: allow Battlefield Analysis to exist on its own without granting Command. There is now a config fire (set to true by default) that will make Battlefield Analysis grant the command ability.

Replaced the pretty useless ability Going Dark with a new ability: Buy Time - spend 20 intel to extend the timer by 2 turns.
New offices will get it at Company Officer automatically. Old ones require "rebuilding" to get the new ability (can be ignored if you don't think you care)
use the console command
AbiziOTS_Unofficer
and then
AbiziOTS_PromoteOfficer #
where # is either 0 or 1 (depending on the choice you made at this rank).

If you like the old ability - it's still there, you can replace it with the configs.

Added config entry to prevent certain character templates (Sparks by default) for getting the Born To Lead ability.

ENCHANCEMENT
1. After getting repeated reports of people thinking Officer Toolkit is too strong, I made it more configurable. It's now possible to control how many inventory slots it gives (if at all), and what abilities it gives (if at all). The default behavior is the same.
2. The end of month report looks a bit awkward if you both get the supply reduction from officer salary AND have the Rural Checkpoints dark event active. They should now look a bit better together.

BORN TO LEAD REWORK
I have realized that the current implementation makes it a bit too common. So the way Born To Lead is given to units is reworked. Instead of randomly appearing in XCOM Decks of classes, every unit, when generated has a configurable chance (10% by default) to get the ability.
If you want to keep the old system with XCOM Decks, then it's possible to change it with configs. See XComClassData for the config toggle that requires switching.

NEW NEGATIVE TRAIT
Introducing a negative trait: Mistrust of Authority. Soldiers who got hit after being targeted by Officer abilities may roll for this trait. The chance increases the more officer abilities were used on this soldier.
Soldiers with this trait can panic when being targeted by officer abilities during a mission, and will enter either a Berserked or Shattered state.

Patchwork (Proficiency version, non-proficiency version already covered by normal AWC deck)
Killer class,
Proficiency Rocketeer, Shock Trooper
Resistance Leader (Jane Kelly class)
Proficiency Drone Pilot, Field Support (Keeper port)

Corrected an error in the description of the GTS upgrades that would always show the requirements for Company Officer unlock, instead of the correct level. Thanks to BlackDog for the spot.
The abilities: Going Dark, Oscar Mike, Get Some, Revitalize, and the aura abilities can now be configured if each of them will affect robotic allies, or not (by default: all of these abilities will affect allies). Thanks to Proot for the suggestion.

An addendum to the last update: now RPGO soldiers can also get access to the Born To Lead ability. It is added to the pool of random starting squaddie abilities RPGO soldiers can get, which makes perfect thematic sense.
